1. Start by preparing the crust. In a large bowl, mix the crushed digestive biscuits (or graham crackers), melted butter, and sugar until well combined. Press the mixture firmly into a 9-inch pie dish, covering the bottom and sides evenly. Chill the crust in the refrigerator for about 15 minutes to set.
2. Next, create the chocolate layer. In a small saucepan, gently heat the heavy cream over low heat until warm (avoid boiling). Once heated, pour it over 1 cup of semi-sweet chocolate chips and let it sit for a minute. Stir until the chocolate is smoothly melted. Carefully spread this mixture over the chilled biscuit crust. Return the pie dish to the fridge while you prepare the filling.
3. For the cookie dough filling, use a mixing bowl to beat the softened butter, brown sugar, and white sugar together until the mixture is light and fluffy. Add in the vanilla extract and salt, mixing until well incorporated.
