Turkish-Style Potato and Ground Beef Recipe

  1. Prepare the Potatoes:
    • Heat 1 tbsp olive oil in a large pan and lightly fry the potato slices on both sides until golden. (Alternatively, bake them at 375°F for 15 minutes.) Set aside.
  2. Cook the Beef Mixture:
    • In the same pan, add the remaining olive oil and sauté the onion until soft.
    • Add the garlic and bell pepper, cooking for another minute.
    • Stir in the ground beef and cook until browned, breaking it up as it cooks.
    • Add tomato paste, diced tomato, and all the spices. Stir well.
    • Pour in ½ cup water or broth, simmer for 5 minutes, then remove from heat.
  3. Assemble the Dish:
    • In a baking dish, layer half the potatoes on the bottom.
    • Spread the beef mixture evenly over them.
    • Top with the remaining potato slices.
    • Pour the remaining ½ cup of water or broth over the layers.
  4. Bake:
    • Cover with foil and bake at 375°F (190°C) for 25 minutes.
    • Uncover and bake for another 10 minutes for a slightly crispy top.
  5. Serve:
    • Garnish with fresh parsley and serve warm with rice, bulgur, or fresh bread.
